Background
On 6 September 2011, Digital Government Development Agency (Public Organization) (DGA), formerly known as the Electronic Government Agency (Public Organization), sent a letter (No. ทก (สรอ) 510/2554/1397) requesting royal permission to collaborate in the implementation of the Plant Genetic Conservation Project under the Royal Initiative (P.G.C.).
On 22 February 2012, the Plant Genetic Conservation Project under the Royal Initiative (P.G.C.) issued a letter (No. พว0001(อพ.) 2664/2555) receiving royal permission for various agencies to participate in supporting the royal initiative and appointing the steering committee for the P.G.C. project for the 5th phase (1 October 2011 – 30 September 2016).
In 2016, the P.G.C. issued an announcement (No. อพ.สธ. 188/2559) regarding the appointment of the steering committee for the project. This appointment was made effective from 1 October 2016 to 30 September 2021 (Announcement of the P.G.C. – DGA Committee 199-2559, the latest version).
The Electronic Government Agency (Public Organization) (EGA) was renamed to the Digital Government Development Agency (Public Organization) (DGA), effective from 14 May 2018 onwards.
In 2017, P.G.C. issued an announcement (No. อพ.สธ. 105/2560) appointing the steering committee for the project. This appointment was effective from 10 October 2017 to 30 September 2021 (Announcement of the P.G.C. Committee, 6th Phase, 105-2560).
Steering Committee
The Steering Committee for the Plant Genetic Conservation Project under the Royal Initiative at the Digital Government Development Agency (Public Organization) (DGA), formerly known as the Electronic Government Agency (Public Organization) (EGA), was established to ensure the successful implementation of the project in the DGA’s areas of responsibility. The committee members are as follows:

- Dr. Piyarut Parinyapong Charoensap, Project Secretary for the Plant Genetic Conservation Project under the Royal Initiative, Vice-Chairperson
- Mr. Usara Visaratanon, DGA Vice President of Digital Consulting and Project Management Department, Committee Member
- Mr. Suchot Chalermchoung, DGA Manager of the Digital Business Consulting Division, Committee Member and Secretary
Responsibilities of the Steering Committee for the Plant Genetic Conservation Project under the Royal Initiative – DGA
- Hold Annual Steering Committee Meetings
The committee, with the heads of relevant government agencies presiding, shall hold at least one meeting annually.
- Develop the Master Plan
Draft and formulate the agency’s master plan in alignment with the P.G.C. master plan.
- Develop the Annual Action Plan
Draft and create the annual action plan to ensure it is consistent with the P.G.C. master plan.
- Monitor and Implement the Action Plan
Carry out and monitor activities in line with the action plan and ensure they align with the guidelines of the P.G.C. master plan.
- Support Project Activities
Support various activities within the project’s designated areas.
- Prepare Progress Reports
Prepare progress reports every 6 months and an annual report for the fiscal year.
- Appoint Working Groups or Sub-committees
Appoint task forces or ad-hoc sub-committees to carry out activities in accordance with the guidelines of the P.G.C. master plan.

DGA has participated in supporting the Royal Initiative under the Plant Genetic Conservation Project under the Royal Initiative (P.G.C.). In the past, the committee for the project has held meetings to discuss the implementation of the project. DGA has worked according to the 6th Phase Master Plan for the Plant Genetic Conservation Project under the Royal Initiative (1 October 2016 – 30 September 2021), as well as the Annual Action Plan for the Fiscal Year 2018, to ensure the continuous implementation of the Royal Initiative. These efforts align with the master plan and are consistent with the operational duties of DGA.
The implementation has been carried out under Activity 8, which is a special activity supporting plant genetic conservation. The guidelines for carrying out this activity are as follows:
- Infrastructure:
This includes the Government Information Network (GIN) that links government agencies, the Government Cloud (G-Cloud) service system, and the GIN Conference for online meetings. - Support for Various Programs:
- MailGoThai: The central email system for communication within the government sector.
- e-Government Portal: The central website for electronic government services.
- SMS Gateway: A service for sending short messages.
- Support for the G-Chat government chat system.
- Government News (GNews): An application for notifying the public about government news and services.
- Deployment of Staff for ICT Consulting:
Sending staff regularly each month to provide advice and guidance on the use of ICT tools, ensuring effective implementation of the P.G.C. project. - Encourage ICT Skills Development for P.G.C. Personnel:
This includes the IP (IT Passport Examination), which tests fundamental knowledge in information technology for personnel. - Creation of a Web Page for Publicizing the Collaboration between P.G.C. and DGA
Developing a webpage to promote and inform the public about the ongoing collaboration between the Plant Genetic Conservation Project under the Royal Initiative (P.G.C.) and the Digital Government Development Agency (DGA).
