Project to Support the Integration of Electronic Correspondence Systems for Government Agencies in Compliance with TH e-GIF Standards: Electronic Correspondence Management Services (e-CMS version 2.0 on Cloud)
The e-CMS Version 2.0 on Cloud project is implemented to support the expansion of data exchange between electronic correspondence systems of government agencies.
The objective is to establish mutual standards for all government agencies, enabling seamless connectivity and information exchange. Furthermore, the project aligns with the urgent government policy outlined by the Minister of Information and Communication Technology
(the former name of the Ministry of Digital Economy and Society at the time), specifically Item 8, which emphasizes accelerating the integration and electronic data exchange among government agencies to enhance the efficiency and effectiveness of e-Government operations.
The Digital Government Development Agency (Public Organization) (DGA), formerly known as the Electronic Government Agency (Public Organization), has been expanding data exchange capabilities between electronic correspondence systems while enhancing efficiency. This effort has led to the development of the Electronic Correspondence Management Services (e-CMS) version 2.0 on Cloud. Currently, various government agencies can effectively exchange information through e-CMS version 2.0 on Cloud, and the initiative continues to be extended to more government entities.
e-CMS Version 2.0 on Cloud by DGA
The government has implemented a policy to drive public sector agencies toward electronic administration under the e-Government initiative. This aims to enhance the speed and efficiency of government operations and public services. To achieve e-Government, seamless data exchange and system integration among government agencies is essential. Establishing electronic connectivity enables effective information sharing, strengthening greater collaboration and interoperability across public sector organizations.
Therefore, the Ministry of Information and Communication Technology (MICT) developed a framework for data standardization to develop interoperability among government information systems, known as the Thailand Electronic Government Interoperability Framework (TH e-GIF). To apply the recommendations, specifications, and standards outlined in TH e-GIF, the ministry initiated the “Electronic Correspondence System Data Exchange” project as a pilot initiative. This project serves as a model for implementing standardized data exchange among government agencies.
Direction of e-CMS Version 2.0 on Cloud Implementation
Supporting the Expansion of Data Exchange Between Government Electronic Correspondence Systems: The initiative aims to facilitate the interconnection of electronic correspondence systems among government agencies. Government entities interested in participating can seamlessly integrate their electronic document management systems in compliance with the TH e-GIF framework established by the Ministry of Information and Communication Technology. Following the standards and environment for data exchange between electronic correspondence systems, e-CMS version 2.0 on Cloud, which is managed by the Digital Government Development Agency (DGA), the initiative aims to eliminate technological limitations when developing systems with different architectures. The project focuses on three main objectives:
- Government agencies participating in the project can exchange data between electronic document systems of government agencies correctly and effectively.
- Expand the results of data linkage between electronic document systems of agencies at both the ministry and department levels and lead to further linkages at the regional level.
- Promote increased data exchange and communication between government agencies.

Key Concepts of Data Exchange Between Electronic Correspondence Systems
- GIN (Government Information Network):
- The network used to connect and exchange data between the electronic correspondence systems of different government agencies.
- e-CMS Version 2.0 on Cloud:
- The Web Service used to manage the sending and receiving of data as requested by the electronic correspondence system. Moreover, the XML data is sent according to standardized data sets, allowing seamless integration without technological limitations between different developers of government agencies’ electronic correspondence systems.
- G-Cloud:
- The e-CMS system is hosted on the DGA’s Cloud to reduce the burden on agencies for procuring hardware required to install the previous version of e-CMS. It allows for centralized operations, making it easier to manage and maintain.
- XML:
- The official document data from the electronic correspondence system that adheres to the standards and specifications outlined in the TH e-GIF framework, used for data exchange between systems.
- Monitor System:
- The system for users to track the status of official documents within their agency and generate reports on the volume of incoming and outgoing documents sent through the e-CMS system.

Preparing for Initial Participation in the Project
Network Readiness
- Since the e-CMS 2.0 on Cloud system uses the Government Information Network (GIN) for data exchange, if your agency does not have a GIN network, please express your interest in connecting to the GIN through the DGA Contact Center or refer to information from the GIN project.
Electronic Correspondence System Readiness
- Your agency should have an electronic correspondence system in use, regardless of the developer. You can follow the steps for participation outlined below. In case your agency does not yet have an electronic correspondence system and is interested in the e-CMS system provided by DGA on the Cloud under the Saraban as a Service project, please contact the DGA Contact Center for more information.
