Digital Transcript Project
The Digital Transcript Project marks the first step in elevating Thai education into the era of Digital Transformation in a concrete way. It aims to facilitate students and all relevant stakeholders’ verification of the transcripts by reducing costs, minimizing administrative workload in document verification, and lowering university expenses on issuing traditional paper-based academic documents. By successfully transitioning to digital transcripts, the project aligns with Thailand’s educational digitalization efforts and supports the country’s move toward a Digital Government across all dimensions. This initiative contributes to building a Smart Nation, making Thailand more modern and improving the quality of life for its people through Smart Life solutions.
What is a Digital Transcript? How convenient is it to have one?
Project Background
The Ministry of Higher Education, Science, Research, and Innovation (MHESI), in collaboration with the Digital Government Development Agency (Public Organization) (DGA), the Office of the Public Sector Development Commission (OPDC), the Working Group on Digital Academic Document Standards (Digital Transcript), and the Electronic Transactions Development Agency (ETDA) have collectively implemented to develop and operate the Digital Transcript system.
Currently, 98 universities can issue secure and reliable digital academic documents (Digital Transcripts). (Data updated as of July 31, 2024.)

- Thailand’s Digital Government Development Plan
- Cabinet Resolution on April 2, 2019: This resolution mandates that government agencies with the necessary readiness issue official documents, such as licenses, in digital format for the private sector and the public. The objective is to enhance convenience in accessing, storing, and verifying the authenticity of government-issued documents.
The issuance of digital official documents aligns with this policy, with the Digital Transcript serving as one of the pilot documents in this initiative.
Digital Transcript Process
The Digital Transcript is created in a secure digital format with a digital signature, using a Digital Certificate issued by a trusted provider. The underlying technology for this service is known as Public Key Infrastructure (PKI), or the public-key cryptography system.
Recipients of a Digital Transcript can independently verify the document’s authenticity using commonly available software or via the Web Validation Portal for academic document verification. This eliminates the need to send verification requests to the issuing university.
Verifying Digital Transcript Documents
Officials at the receiving organization can verify the Digital Signature of a Digital Transcript to ensure its authenticity using basic software, such as Adobe Acrobat Reader, or through the Web Validation Portal at https://edocvalidation.digitalgov.go.th/validate.
This process is convenient, fast, and secure.
