DG-Link Network is a government-wide information network service that connects government agencies together. It serves as a highly effective communication infrastructure with both Intranet and Internet capabilities, offering fast and reliable network access. The service ensures high availability and strong security to support government operations, enabling the seamless connection of database systems and access to Common Services for government services. Furthermore, this network also provides services to the public, ensuring efficient and continuous usage with developed security and improved speed, while also being cost-effective through the use of modern technology.

The Digital Government Development Agency (Public Organization) (DGA) has established the framework for providing services to agencies, initially focusing on those related to the Agenda Base, which includes agencies that own the data repositories for integration, agencies providing Common Services to the public and government, special mission agencies, security-related agencies, ministries, and provincial city halls in all provinces. These agencies are currently served under the previous GIN project. The service framework aligns with the plan developed by the Digital Government Service (DGS). These agencies will continue to receive services from DGA, with the service model and architecture having been revised to enhance efficiency and ensure high security and stability.

Background

In order to be aligned with the mission of DGA in providing the government network system as a digital technology infrastructure for linking the government’s digital work systems and data to exchange digital data for internal operations of government agencies, including providing services to the public, and in line with the DGA’s service plan with new and modern technologies in the long term according to the framework from the working group defining the framework of the Digital Government Services (DGS), the network service model and architecture must be improved by using SD-WAN (Software Defined WAN) technology as a main component.  DGA will be the agency that controls the SD-WAN Orchestrator to manage various policies designed to allow government agencies using the service to connect effectively while ensuring high security and stability.

Objectives

  1. To develop, improve, and expand the central information network system to cover various government agencies, making it the primary pathway for data exchange between agencies that own data repositories for integration, agencies providing Common Services to the public and government, special mission agencies, security-related agencies, ministries, and provincial city halls across all provinces.
  2. To integrate the existing communication networks of various agencies so that they can connect and form an internal government communication network (Government Intranet). This will enable secure data exchanges between agencies and provide connections to critical platforms or systems within government agencies, promoting data integration and facilitating practical, fast, and secure operations.
  3. To elevate cooperation among government agencies in the development or provision of Common Services through the DG-Link network, which will help reduce time, cut costs per unit, and eliminate redundancy in government network budgets.
  4. To serve as a foundational information technology infrastructure to support key government services and provide digital government services to the public.
  5. To establish a communication circuit for data exchange within a restricted domain, specifically among government agencies (Intranet). This will involve secure data exchange between agencies or connections to critical platforms or systems that support government functions.

The Difference Between GIN Technology Network and DG-Link Network

The connection between the DG-Link network and the GIN technology network enables communication, data exchange, and access to government Common Services including public services. Communication between entities can proceed as usual through the Government Intranet Exchange (GIX) equipment provided by DGA.

DG-Link Integration and Development Guidelines

  1. Develop, improve, expand, and integrate networks to cover various government agencies to serve as the main route for connecting and sending data between agencies at the level related to the Agenda Base, agencies that own the database for linking, agencies that provide Common Service to the government sector including the public, special mission agencies, security agencies, ministries, departments, divisions, and branch offices in both central and regional levels, including provincial halls nationwide.
  2. Integrate existing communication networks of various agencies to enable seamless connection, forming an internal communication network (Government Intranet/Internet) that supports various electronic systems and Common Services. This integration will help government agencies collaborate on data and workflows effectively, conveniently, quickly, and with high security and stability.
  3. Create Collaboration Among Government Agencies in Developing or Implementing the Common Electronic Services through the DG-Link Network

To reduce time and eliminate redundancy in the use of network budgets for the government, the following operational features are emphasized:

  • To support the exchange of data between government agencies based on specific missions, such as the Government Financial Management Information System (GFMIS) of the Ministry of Finance’s Permanent Secretary Office and the Civil Registry Database of the Department of Provincial Administration.
  • For internal communication and data exchange within the agency, in three key areas:
    1. Connection between departments within ministries
    2. Connection between agencies within a department
    3. Connection between central and regional agencies (provinces)

      4. Elevate Security Quality and Performance

To significantly improve the security and efficiency of communication systems, the goal is to elevate the overall security quality and readiness of operations while increasing the speed of communication circuits. This will ensure faster and higher-quality data transmission via the DG-Link network, both Intranet and Internet, for critical government data exchange. This will provide a more reliable and secure infrastructure for effective government communication.

Developing the capability of government personnel to utilize the communication network effectively, especially in integrating and connecting various agencies for optimal use of the DG-Link network.

Services Provided:

  1. Network Performance Enhancement: Elevating network efficiency to meet the increasing demands of government operations.
  2. Consultation for Network Integration: Offering guidance to connect existing networks with the DG-Link network.
  3. Training and Knowledge Sharing: Providing training on how to effectively use the DG-Link network.
  4. Core Network Services: Offering both primary and backup circuits to ensure reliable connectivity.
  5. 24/7 Security Monitoring and Support: Continuous surveillance and support from personnel available round the clock.
  6. Service Level Agreements (SLA) for End-Users:
    • Non-HA (High Availability): SLA of 99.50%
    • HA (High Availability): SLA of 99.90%

Terms and Conditions for DG-Link Service (During the Transition Period from the Previous GIN Service to DG-Link)

The service will be provided to agencies related to Agenda Base, agencies owning databases for linking, agencies providing Common Service to the public, special task forces, security agencies, ministries, and provincial government offices across all provinces.
