Law Portal<\/b><\/p>

In accordance with the Act on the Criteria for Drafting Laws and Assessing the Effectiveness of Laws, B.E. 2562 (2019), it sets out the criteria for drafting laws, examining the necessity of enacting laws, collecting feedback from stakeholders, and analyzing the potential impacts that may arise from the law in order to inform the drafting process. Moreover, the requirement to disclose the results of public hearings and the analysis to the public is also included.<\/span><\/p>

The Law Portal has been established under the Act on Criteria for Drafting Laws and Evaluation of Law Effectiveness B.E. 2562 (2019), stipulating criteria for drafting laws, examining the necessity of enacting laws, listening to the opinions of relevant persons, and analyzing the possible impacts of laws to be used in drafting laws and disclosing the results of the hearings as the analysis to the public.<\/span><\/p>

The criteria for reviewing the content of draft laws related to the permit system, committee structure, the discretionary powers of public officials, the timeline for various procedural steps, and the imposition of criminal penalties are designed to ensure that law-making is thorough.<\/span>
<\/span>This process aims to avoid creating unnecessary burdens for the public. Furthermore, it sets out the criteria for evaluating the effectiveness of laws after they are enacted, to ensure that the law remains modern and aligned with the changing context. It also focuses on ensuring public access to legal provisions. This is under Section 77 in conjunction with Section 258(3) of the Constitution of the Kingdom of Thailand.<\/span><\/p>

To ensure the effective implementation of the Act on the Criteria for Drafting Laws and Assessing the Effectiveness of Laws, B.E. 2562, the Office of the Council of State, in collaboration with the Digital Government Development Agency (Public Organization), has developed an information technology system and a connected network in the form of a central system. This system serves as a source for gathering legal data in the country, as well as a platform for collecting feedback and disseminating information related to the law-making process or draft laws, as well as the assessment of law effectiveness. Government agencies are responsible for recording data in the system, providing another channel for the public and other sectors to participate and monitor\u00a0<\/span><\/p>
